“That’s why I’m a fan of amending how Congress and the Senate operate. For both houses, get rid of being able to vote “present,” and only able to vote yes or no. They wouldn’t have the authority to legislate on moral issues, either. All elected must vote, no abstaining. An overwhelming majority will be required to pass anything, with the concept of a simple majority being done away with. Treaties will be required to pass both houses, with 90% in favor from both houses for it to be approved.”
