Well sadly their bomb building skills paid off for them. They managed to kill innocent people. They must have felt so proud of themselves.

I wouldn’t dispute the CIA man. Before the first bomb was planted, they had to learn to assemble them. And then they had to test one or two to make sure they actually worked. So, where did they learn to assemble them and test them? More information we might never know thanks to the Federal Judge.
