Leave the powder alone. The bombers got their powder out of fireworks anyway, not off the shelf black powder or smokeless powder.

To be correct, cartridges (not bullets) have powder, which burns very rapidly, but does not detonate.
This is a challenge to the second ammendment (again) and a threat to reloaders.

Modern cartridges contain a propellant that burns.
Traditional muzzleloaders may use black powder, which is an explosive.
The only other things that may be classified as explosives are primers and percussion caps.
