If that were the case then you can just stand naked outside your home every evening and wait for the authorities to search you and your home for contraband and fugitives. We can do like the Soviet Union and require travel passes to move to the next town and have check points with armed guards to shoot anyone without a pass. We can have purchase passes where you must show a permission slip to buy products.
