I've been hearing the standard liberal excuse when their laws fail to deliver what was promised for as long as I can remember. "We just didn't go far enough." The theory being if you do action X and it fails to deliver its promises or (as is usually the case) makes things worse, then somehow doing twice as much of X will reverse the direction and things will start getting better.

Gun control is a classic example of this: Wash DC, for many years running the murder capital of the USA, had until recently a total prohibition on guns. A rational person would think well they can't go any further, but no. DC's politicians blamed Virginia's lack of total prohibition for DC's murders, ignoring the evidence that Alexandria, rignt opposite DC, had 1/8th the murder rate of DC. And the liberal media - otherwise known as the fourth branch of government - never questions this illogic.

Laws can’t prevent crime any more than the Old Testament Law
could make people righteous.
