Another connection to look into is U/Mass Dartmouth Associate Professor of Islamic History Brian Glyn Williams. Please note, I am NOT suggesting Williams is in any way implicated, but he said he had contact with the older Tamerlan, and then this last year, Dzhokher enrolled at the Dartmouth campus. Apparently there is a circle of students of Chechen origin at U/Mass Dartmouth. Don’t know if Dzhokher took classes under Williams.
Williams claims to have worked for the US military and the CIA and wrote the book “Predators: the CIA Drone War on al Qaeda” which is scheduled to be out in July

Williams is described as an expert on terrorism and Chechnya, as well as terrorism elsewhere, and with a grant from the school kept an online record of all the drone strikes in Central and South Asia: http://www.umassdrone.org/
Through Willliams, the Tsarnaev brothers may have made contact with others who were very interested in terrorism and Chechnyan terrorism for less than innocent reasons.
Again I could find nothing to suggest that Williams is in any way sympathetic with the terrorists,indeed, he has described the drone usage by the CIA in quite positive terms
