I don’t know of any US state that issues plates with 12 characters...or that would permit something like that on a vanity tag.

It isn’t a state-issued plate. There is no front plate in Massachusetts.
Says something about UMass Dartmouth if that photo is legit. Has the logos for the school and the text. Looks like a novelty plate you might buy in a store.
Careful reading indicates the profanity is on a decal and the plate is a “novelty” (bought on-line or at a head shop) and not a vanity plate issued by a state.
The front plate may be custom, not a state license plate. The rear may be the State License Plate.
Not sure, but it is in an English Newspaper the same way.
