Blowing up an 8 year old boy is no more special than blowing up a 70 year old runner.
A death is a death. One death shouldn’t warrant more resources than the other.
There are not equivelant at all. We have here an enemy using roughly military grade ordnance on civilians & police in the homeland.
The only proper response is dropping the dogs of war on scum like that. Seal Team Six with Rangers on the perimeter and air support above would be fine by me.

The death of a 60 year old by a bomb should not get less of a response than an 8 year old killed by a bomb.
