Here is my take:
They are involved in auto theft and export of stolen cars.
This type of activity is huge where I live and is run by Russian gangs. They ship the cars out in shipping containers.
I’ve been locked down several times, one was a manhunt. Guy was found within sight of the building I was in. The more police and heavy machinery around you, the better.

Anyone else find it ironic that those PD guys are using weapons that then governor Romney signed a permanent weapon ban on?
For those of us who live here, these guys are anything but buffoons. No one is stomping on anyone's civil rights, it was "suggested" people stay indoors, no one is forcing anyone to stay inside, there's a difference, however, if someone is stupid enough to walk around town with a murderer on the loose, have at it. This kid is scared, he already killed a cop last nite just because he panicked - the cop was sitting in his car minding his own business, never saw it coming, so if anyone wants to parade around town like a fool, go for it. And keep in mind the kid is loaded with explosives. Sometimes, it's better to be safe than dead.
I don't propose any tactics, what I do oppose though is Military hardware and tactics being used against the Citizenry.
