White baseball cap guy seems to be wearing the cap just to cover his hair. Top part of hair, where older guys usually cover up the bald spot, and the back part of his hair, where older guys never cover up their bald spot.

When looking at the “white hat suspect”, look carefully at the back of the turned around cap.
His hair looks pretty long. Maybe he stuffed all his curly glory into the cap. Would love to see his nose in profile, and to see if he is just a bit bow-legged, as it appears in the video.

You are right. They do dress differently. I lived in the UK. One thing that struck me was the backwards baseball caps and one wearing a V-neck. Guys here don’t wear those as much, but they do in the UK. They dress a lot like the Paki youth in the UK.
