Police routinely show security camera photos or police sketches of suspects in all sorts of crimes. The expectation is that they might ALREADY be fleeing, and that releasing the photos will allow the public to hinder their escape by reporting their whereabouts.

The pretense, and it seems reasonable, is that if detailed faces of perps is shown publicly they might flee.

It's more likely that they've already left the country, and this delay makes it even more likely.
