An intelligence bulletin issued to law enforcement includes a picture of a mangled pressure cooker and a torn black bag that the FBI says were part of a bomb that exploded during the Boston Marathon.

Google Presto 6 qt pressure cooker. Used in cooking beans, etc.
I use an “All American” due to the lack of needed O Ring and additional safety bolts.
Too mangled to make a guess at make, could be a Presto or any other pressure cooker. It’s definitely a pressure cooker lid though. Wouldn’t take much to block the pressure relief stem on top (cheap brass fitting would do it easily)

On another note...these pressure cookers I've seen at rummage sales....many are afraid to use them...so there's no telling where tethese creeps picked them up...for that matter they could have mailed them to the person from overseas.

Now, I think that a pressure vessel - like a pressure cooker pot - could be the “modern equivalent of the Roman cannonade”. -—Put a bunch of nails, etc. into a directed pot, and BOOM all the deadly junk inside, is directed toward its target.
So, in my weird world, I see an open pressure cooker, vertical, within a nylon backpack, all the lethal junk inside, placed on the ground directly in front of a stable backdrop structure, detonated, to direct the force within a spray pattern toward the street!
Hit the normal runners, less hit to rear standing bystanders!
The pressure cooker is a Fagor Elite, 6 liter. I own the 9.5 liter (10 quart) model. Identical bottom markings and the lid is the same.
The 6 liter Elite is marketed in the US as a “6 quart” whose capacity is actually 6.3 quarts = 6 liters.
They removed the pressure indicator valve and replaced it with a bolt to seal the cooker up tighter.

The piece is approximately 4-5 hand widths (side facing about 3) in diameter. So that makes it say 12-15 diameter pressure cooker.
With the actual parts in hand, they should have placed the specific make and model of the pressure cooker by now.

by hand: We can see where the side handle tore off. There appear to be two screw mounts. Definitely one on the lower side, cause the screw is still there. The top side has a strip of metal on the inside, but perhaps not screw.
Going down left in from that, we see a manufactured indent that matches the shape in the Elite Pressure Cooker Manual. There are two penetrations. One is just a hole, it is new the center of the oval indent. The other hole contains a screw and nut. This actually appears backwards from the elite picture.
A bit further down, there is a circular deep indent with large center hole. This feature does not sow on the Elite Pressure Cooker manual. What is this one for?

Fagor lists the pressure ratings as 8 psi for low pressure and 15 psig for high pressure. So the pressure ratings appear to match.

That might work if the store only sold one cooker. Otherwise, they'd have to record the serial number of each cooker sold and link it back to sale date/time. And the video would need not be not yet erased.

Edit: It was likely the Fogor Splindid 6 qt. model. This picture of the bottom has all the same markings and are in the same position relative to each other as they are in the news photos.

The UL Listed is correctly placed under the 6L
The words Pressure cooker may be under the UL Listing.
However, the pressure rating is 0.55/1.05 bar versus 1.05 bar.
(So the new model only has one pressure rating versus the 2 for the bomb!)
The PS 1.6 bar underneath matches.
The quality of build looks a lot flimsier in the bomb than in the model. I can’t see the spiral grooves of the metal.

The circle text.
GAS ELECTRIC is in the right spot, but it does not have the hyphen of this Fagor model.
The INOX is on the inside line starting between the EC, which is the correct spot.
Below that, there is the manufacturer name on the Model. It is difficult to read on the bomb. It appears to be FAG...
Below that on the outer cricle, we can see the stamp for FIRE; and the backside of the stamp for ELECTRIC, just like on the Fagor.
But I have to stay with your model. This is a two pressure model and the one he is picking has only one pressure.
Looking at picture 1/6, it is not the FUGOR model. The order of the Nut hole vent hole are backwards.
The NUT is closer to the handle in the bomb. The vent hole is near the center.

Further, the bottom of the FUGOR model does not match. The INOX is in the wrong spot.
