This is a thinly-populated area of Iran but the people there aren't even Persian - they are Balochi, and have been fighting a terrorist/independence (depending on your point of view) campaign against the Iranian government for a long time.

There is one difference that I see... One (the earthquake) was an act of God, the other was an act of allah.
