Goldwater knew that extending the civil rights act into the private sector would be a disaster and it has been.
Goldwater is treated as a racist but he was a founding member of the Arizona NAACP and supported a very limited version of affirmative action in the public sector.
Paul has said he would have debated parts of it and voted for the final bill.
