Lastly, if they have no intention of purchasing 2 billion rounds of ammo why contract for it? 2. When you have a government contract, you are required to allocate a certain percentage of your production resources to be ready to fulfill that contract. It creates a supply bottle-neck in the supply chain limiting what people can get (defacto gun control through supply chain challenges).

If I was a manufacturer I’d demand a premium for this, not give a discount.

You missed the point. DHS is now saying the reason for contracting such a large amount of ammo is to get a discounted price. If they are not taking delivery of that amount of ammo they won’t get the discount so they are LYING!!
