In the same way that Mark Kelly's life was forever changed when his wife Gabby was shot in a Safeway parking lot by a madman with a Glock 19, so too has his life been touched by witnessing his 18-year-old daughter Claudia's dog attack a helpless baby sea lion in Laguna Beach, California. The last time it was at a congressional outreach meeting; this time it was while on a family vacation at Goff Cove Beach, where the message is: "If you do visit this area please do not take, collect or disturb any of the marine life."
Leisurely walking the beach near the Montage Laguna Beach resort with his daughter and her 65-pound American bulldog, the dog suddenly exhibited instinctual behavior when it noticed a sea lion pup, broke free from the leash, and charged the helpless pinniped. Sea lions detect prey by sensing victim vibrations with their whiskers; suffice it to say that the Kelly dog seriously messed up this particular sea lion's vibrissae. After locking down on its face with a mandible that exerts 235 pounds of force, assault bull dogs can now be added to the list of the sea lions' natural predators that includes sharks, whales, and polar bears.
Ruining the mood in an otherwise affluent seaside artists' community, the Kelly dog, after hunting and capturing prey that typically only includes bear, wild boar, raccoon, and squirrel, could not be coaxed to discharge the hemorrhaging seal from its 42 large teeth. A commotion ensued as passersby rushed to the seafaring mammal's defense, because the stubbornly uncooperative dog simply refused to release his catch from his grip.

I think failure to equally enforce laws is becoming a bigger problem than enacting new laws. When I see elites getting away with stuff that I could lose my savings or even freedom for, it makes me respect the law and lawmakers less, and since this is a country built on the law, that signals a poor prognosis for our future as a successful nation.
Just yesterday, there was an update on the poor chap up in Montara (south of San Fran) who was tasered by the cops for having his dog off leash in a preserve by the beach:

Liberal hypocrisy and double-standards make me sick. Where's the "fairness" in having two sets of laws?
AND YET.... if you watch the video, there was more than one dog on a leash, running around in the water.
People are asking him “Who needs an assault dog?” on his FB page. Freedom lovers should shame this guy shamelessly.

Why is no one in CA DEMANDING some kind of punishment or a complete explanation of why nothing has been done? The crime was videotaped!

I took my dog to the vet and they had a 6 MO pit bull pup walking around available for adoption. It had been found living on the street, was emaciated and when found had lost all its fur. It came over and was a very sweet dog especially considering how it had been treated. I briefly considered adopting it but decided against it as my 3 YO and 4 MO grandkids visit fairly often. After seeing what these dogs can do to small children I’m not taking that risk.
One objection: Do not “define murder down” by describing an animal killing another animal as “murder”. The word murder means “killing with intelligent premeditation”.
If a person sics a dog on another person who is killed, the dog owner is the murderer, not the dog. For this reason, the dog can be just put down, without consideration, because it is property.
However, Sea Lions are protected under the Marine Mammal Protection Act (MMPA), and the dog’s owner is responsible for the violation of this act, no matter how unintentionally. The civil penalty for doing so is $10,000.
It will be very interesting to see if the dog owner is fined for her dog killing a baby sea lion. I suspect nothing will come of it, as being the daughter of a former US congresswoman, and a Democrat, she has a protected status and is thus not subject to the laws created for the “commoners.” The “little people”. The “peasantry”, as the “elites” imagine everyone else to be.
That animal did not break free from its leash.
It was not on leash.
It was not under disciplined control.
As such, the animal was irresponsibley allowed to act on its nature and desire.
Clearly, Marc Kelly cannot be trusted to maintain control over his animal and should not be trusted with a gun.

If you look at the video the leash is attached to the dog and Kelly uses it to lead the dog off the beach. The leash may have been pulled out of his daughters hand as it lunged for the seal. Lucky it didnt lunge for a small child.
Was this dog put down?
On all state beaches in Kaleefawneeyuh you are required to leash your dog at a minimum and on may beaches they are prohibited.
If you go to 17 mile drive it is the law your dog be leashed and it is absolutely the right thing for that area.
There ground squirrels everywhere as well as birds, pinnepeds and other distractions that can result in unnecessary and irresponsible harm to wildlife, children and adults, even other dogs.
The beach is rife with distractions that can override even the best disciplined dog and having them on a leash is the best practice for everyone.
Mark Kelly violated local and federal laws by allowing his dog off leash, which then attacked and killed federally protected wildlife.
I checked the local ordinance which required your dog be learned and state law requiring the same.
Further, he is/was prohibited from taking wildlife, muchless taking its life.
