Yes, it’s an African cultural thing,
and the emphasis is on the cultural aspect.
There are those, of course, mostly on the left, but I’ve seen it around here as well, that cry “racist!” whenever you criticize “black things”.
It’s not racist to point out cultural depravities and deficiencies, as this political graft and corruption clearly is.
It would be “racist” to assert that this depravity is caused by genetics.
