The annualized total was $85 billion -- but, once it was finally implemented, it applied to only the last seven months of the fiscal year.

Thus, the actual cut (excuse me, reduction in expenditure) this fiscal year was $45 billion.

I understand that these towers were slated for closing. They are run by third party providers.

The unions want to reopen them with government employees.
