• First, what is the document's purpose?
  
• Second, in what sense, exactly, is it something other than a formal declaration of war on the United States?

Answer the questions.
While you're at it, compare to FDR's Day of Infamy Speech:

"I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, Dec. 7, a state of war has existed between the United States and the Japanese empire."
