Actually they let the Brits do it. We in turn spy on their citizens. Then we just exchange the information.

That has been Echelon for decades. Homeland Security was apparently added to the FBI mandates.
That is Project Echelon and has been going on for decades.
Someday, somehow, the feral government will turn up a piece of useful information. A stopped clock is right twice a day, and even the blind squirrel occasionally trips over a nut.
