1. I agree that the boy is not a “bully.” He is a criminal who should be charged with assault and perhaps even attempted manslaughter.
2. There were two “matrons” on the bus — two— who presumably were supposed to be able to deal with things like this. They failed. Just goes to show how useless a lot of the school bureaucracy is.

There was a recent school bus driver strike which included the matrons, who are part of the union. They were striking because the city refused to grant them a guarantee of perpetual employment no matter what. All through it the union was filling the radio airwaves with commercials where fake parents say things like "I just don't feel safe letting my kids ride on a bus without unionized drivers and matrons to protect them! End this strike, let the experienced people back to work!". It ended a few weeks ago and they union workers returned to their buses.
So presumably this all happened with the official union bus matrons. Just imagine how bad it could have have been if this situation was left to non-union matrons to deal with!
