Swat Teams armed to the teeth, an entire multi-billion dollar federal agency, a good 20-50% of all police resources (my guess), and as a capper: 25% of all prisoners are in for “drug-related offenses” (http://www.justicepolicy.org/images/upload/08_01_REP_DrugTx_AC-PS.pdf).
