The BOT commissioned a study while there were still pending trials; thus, they knew perfectly well there would be no new information forthcoming, except what was already University property.
Unfortunately for you and the other PSU/Paterno haters, in the two million [plus] emails and thousands of staff documents and notes, they found only one email the might reference Joe Paterno. And that document doesn't refer to anyone by name, only to "Coach." But no one called Paterno "Coach." Paterno was known around the University as "Joe," and the "Coach" referred to as being concerned about the investigation is almost certainly not Paterno. It is Sandusky.
So the BOT commissions a study which is designed to find nothing. They find nothing. That doesn't stop them from issuing broad indictments and nasty editorials, and hateful sheep like you eat it up.
