First, before any discussion of the merits of whatever this is about ~ if anything, although the percentage is very small ~ for all of us out in REAL LIFE a billion bucks is a billion bucks is a billion bucks, so all of this is huge!
In general most people have never come into contact with a billion dollars ~ so it's one of those numbers it's difficult to wrap your warm and fuzzies around.

The article has it wrong.
The numbers are what they are. The Sequester is only 80B this year but it’s going to be more and more each year for 10.
But even that doesn’t matter. The article seems to be a lot of no doubt written on deadline text about whether or not “deep” is a good word.
If you call the cuts shallow and trivial, then the DoD workers losing their jobs vote elsewhere. If you sound sympathetic, you at least might persuade them you didn’t enjoy firing them.
