I’d suggest, based on my reading, that there is an important metric which hasn’t been widely reported. The technical term in criminology is closure rate. Specifically, the is the fraction of crimes which are unsolved. In some jurisdictions, the murder closure rate is below 50%. When murderers have a high probability of getting away with, well, murder, then you will have more murders than if you got yourself hung by the neck until dead with a high certainty if you murdered another human.

The closure rate on murder in Chicago for 2011 was approximately 40%. The closure rate for Salt Lake City in 2011 was 77%.

Here’s some more relevant details.

Utah ( 2,814,000 as of 2011) has about the same population as Chicago (2,696,000 as of 2011)and has about 12% of the number of murders as Chicago
The murder rate in Utah is about 1.8 per 100K population (less than half the US average).
The murder rate in Chicago is 16 per 100K population (>3 times the US average).
>85% of murderers in Chicago had a prior arrest history
>70% of murders were Black in Chicago
>75% of murder victims had a prior arrest history in Chicago

Simpler solution...make it illegal for Democrats and Lawyers to hold any kind of public office...elective, appointive, or hired.
