Uh...no. It is NOT related. They are on 2 totally different trajectories...and if you know anything about orbital mechanics...you know that means they are not related. Not sure, but the Russian meteor looks like it is coming from the NE or NNE. 2012 DA14 is coming from the south.
Now...if you don't know anything about orbital mechanics...I could see why you would be confused.

Just speculating but it might be possible it was or has been breaking up and or was possibly impacted by another object or debris as it proceeded thought the solar system or on it's approach to earth orbit and these pieces went undetected.
If this were the case, the change in trajectory for some on the pieces or debris field would be dramatically different or altered.
