Looks like only 1% different in the two biggest groups.
Raw numbers wise there are more whites in America so there would be more whites on welfare.
ObamaCare is still a rough justice wealth transfer from white to minority. If some welfare whites benefit then this is just the cost of doing business as far as the Obama crowd is concerned.

I think you’re reading the numbers wrong, but without more context I can’t tell. What it looks like is that those are the stats of all of the people on welfare, not the raw stats of the entire us proportion of welfare recipients per capita.
There are far more white people than black people in this country - FACT! if the whole of welfare recipients is made up mostly of the three groups you outline, which the numbers say just slightly less than 95% of all recipients are in the three groups), well then... That paints a different picture now doesn’t it?
That would mean that blacks as a portion of the populace far in a way exceed whites as a portion of the populace welfare recipient-wise (IOW, they have a much greater percentage as a whole representing their group to make numbers like that [classic over-representation, or bias if you will]).

No, that is not the case. The numbers you mention are the percentage of the total of all welfare recipients in the US by race. For example, 39.8% of all welfare recipients in the US are black.
In rough numbers,
79% of the total US population is white, and whites represent approximately 38.8% of the total number of people on welfare in the US.
13% of the total US population is black, and blacks make up 39.8% of the total number people on welfare.
In real numbers, blacks on welfare do outnumber whites on welfare, but not by much (39.8% of the total vs. 38.8% of the total).
