I used to deliver papers in the early AM, and driving (idling along, actually) the side streets with the lights off while the runner goes house to house is quite normal: It’s a courtesy to the residents, so your lights don’t disturb them.
I would suspect that paper deliveries and everything else that requires night or early morning driving with a truck is going to be severely restricted.
