If BHO2 knew ahead of time that the Ambassador was going to be kidnapped, and no one would be dying or under attack.
What actually happened was off-script, which is why the Administration was caught flat-footed and had to come up with lies to cover-up.
Senator Cruz asked Secretary Panetta if knowing what he now knows, would he have sent help?
Secretary Panetta answered he did not have permission to send help, “No one told us to”, revealing he, too, was told to stand down. No help was ever put in motion.
Only one person could have issued that command to Secretary Panetta — the President.
IMO this points to BHO2 having prior knowledge.
Joint Chief of Staff, General Dempsey, had a parting comment on why no one dispatched help. He thought this was a kidnapping of the Ambassador.

So perhaps the rumors of a planned kidnap of Stevens for a campaign issue for Obama, to act as a negotiator and rescue Ambassador Stevens, were true.
