Why wouldn't you want the public officials tested first. If/when it proves them mentally unstable, then all of their previous work would be invalid.

It is usually better to address immediate threats before critical ones. There is little advantage dealing with the overly-high speed limit on a road before getting out of the way of the oncoming truck.
