Well, Eisenhower was born in Texas but his Library is at his home here in Kansas.

I don't think Kenya would let us build a Library in their country.

Obama’s library being in Chicago is completely normal. Same as Reagan’s being in California. He was born and raised in Illinois, but he settled into California as an adult. Many people these days eventually take on a new home state as an adult. A number of reasons could have made an adult move, military, marriage, job, Frank Davis and Bill Ayers.
