Its has been widely assumed this morning by some immigration advocates (and by yours truly, too) that the new immigration reform plans process of citizenship for the countrys 11 million undocumented immigrants is contingent on a commission of Southwestern officials declaring the border secure.
Not true. Ive now got clarification from Senate staff working on the bill, and it turns out that the enforcement commissions judgments will only be advisory, and are entirely nonbinding. Congress actions will not be dictated by what this commission concludes; neither will actions taken by the Department of Homeland Security. The citizenship process will be triggered by other means

But the commission isnt, for all practical purposes, really a major concession at all. If you look at the framework released by the bipartisan group of eight Senators today, it never quite says directly that the citizenship process cant move forward until the commission reaches its findings. Rather, it says the plan creates a commission that will make a recommendation on when border security has been achieved, and doesnt specify that this recommendation is what triggers the citizenship process.

Rubio believes in 99% of this bill. He might come out on this just to keep his 2016 aspirations alive somehow but the devil is in the details and he might back down in the end because he wants amnesty and he doesn’t want thi chance to blowup on one particular item

My guess is that five years from now (under Obama III) they'll restore a couple of them and announce that the border has been sufficiently reinforced.

I believe a couple of agents are SUING the gov’t because 0bama’s ‘memo’ or order for them not to detain illegals is ILLEGAL. So far, the courts have ruled that the BP agents may proceed with their lawsuit..

I agree. Its much worse than just mccain and rubio. Are there any pubs fighting this crock? Gun control, illegal immigration and higher taxes in just a few months? I guess they want to rush this stuff through so they can then move on and consume even more of the Constitution. They are like locusts!
Eleven million is just the start. Thanks to extended family chain migration, those millions will sponsor and import many millions more. It’s insanity for the GOP, plain and simple
If the GOP is determined to surrender to the idea that illegals must be given a path to citizenship, then why not at least try and fight to get some conservative immigration reform included as part of the deal?
Why not try to abolish the absurd Diversity Lottery Visas? This stands with David Souter as Bush I’s biggest mistake, but he probably doesn’t see it that way since the Bushies are all worthless on immigration. In addition to directly adding 50,000 legal immigrants per year, this absurd program sets off new channels for chain migration from the Middle East, Africa, and Asia. Which is another way of saying that it sets off new chanels of future Democrat immigration.
Why not try to limit family-based immigration to spouses and minor dependent children, thus stopping unending chains?
Why not restrict Refugee settlements and/or at least make settlements get the approval of elected representatives that represent the areas the refugees are to be deposited on. That way you’d have no hypocrites like former Senator Brownback of Kansas who was all gung ho about refugees...so long as they weren’t settled in Kansas that is.
Why not acknoledge the ever growing collision between immigration policy and affirmative action, and try to end racial preferences in all federal programs?

Ted Kennedy: 1986 Amnesty
In 1986 Senator Kennedy said, This amnesty will give citizenship to only 1.1 to 1.3 million illegal aliens. We will secure the borders henceforth. We will never again bring forward another amnesty bill like this. If Senator Kennedy lied to us then, how can we trust him now? . Attrition through enforcement is the only fair and feasible way to deal with the 12 to 20 million illegal aliens currently in the United States. This proposal guarantees only that the problem of illegal immigration will only grow exponentially as it did after the 1986 amnesty.
