It gave examples, and a 50 something man would pay over an extra $5,000 a yr. Who can afford that? People stop smoking in order to have insurance.
For guns it could go down like this: Guns are a health hazard and if you have one, your insurance company will charge you double for medical insurance. That means multiple thousands extra a year. Do you give up your guns to afford medical insurance?

I agree, they’ll use that approach and it WILL work on all but the hard cases. Taking over insurance is the quickest way to take over. Switch “Liberty” for “Liability” as the operative word in America.
