The change really is minor. Before the change, it was possible, and happened frequently, that it took 60 members to agree to bring a bill up for consideration, and then again get 60 members to agree to vote on what is under consideration.

Historically, the minority didn't use the power to prevent a bill from being brought up for debate. I think that practice started becoming common around 2008 or so.

Anyway, a determined group of 41 senators can still block passage of anything. And, FWIW, the power to block bringing something to the floor was useless. The senate would often debate the bill, even though it wasn't up for consideration.

As for what the founders intended, I am quite sure they did not intend for a minority of the senate to control.

I am sure that McConnell, since he is "working on a deal" with Reid, has a very firm grasp on both of his ankles, and a bite block in his mouth...

Worthless bunch of quislings that the republicans are.

Why do we pay their salaries?

I have been asking myself that in regards to Harry Reid for years. He has not presented a budget for more than 3 years now. The Republicans in the House have forwarded a budget every year for the last 4 years, and he just tables it. Now, I know why he does this, it is for the WH which doesn't want to be encumbered by the restrictions that a budget might bring; but, why do the people in Nevada keep electing this guy?

Who’s surprised? Not me! Maybe it would be better if emperor 0bama does crush the GOP, then we might get a conservative party!

Correct. 60 votes still needed.

Looks like there's a lot of hyper-ventilating for nothing.
