YES HE DID

Your article:

"When Rosen happened upon them, the children were sitting in an orderly way at the end of his driveway. They appeared out of breath and he could see the fear and distress on their faces. While he is unsure how the students escaped the school, Rosen believes they must have run some portion of the road before being picked up by a school bus driver, who was with them when Rosen found them."

As to why the bus driver may not have taken them over to the firehouse: [s]he obviously hadn't gotten the memo at that time. It hadn't been issued yet.

Hope that helps.

Come on.

His story isn’t believable.

First, there is a guy with the bus driver talking sternly and kids are in some kind of circle

Then the guy disappears leaving the bus driver who sometimes is a man and sometimes is a woman.

Then the bus driver just leaves these kids with a stranger and disappears.

Instead of taking them to the firehouse.

Someone went out and measured the distance between the firehouse and his driveway.

Supposedly 12 feet

In the middle of chaos and frightened kids screaming and running for their lives - you just sit them down in a strangers yard instead of the firehouse??????

In one interview he first says teacher then says bus driver.

Those kids should have been taken to a safe and secure location.
The firehouse.
Not put them in a circle in some dude’s lawn.
