Sandy auditor let go after criticizing state

Consultant hired to examine Sandy spending says his report led to dismissal.

An independent consultant who examined New York's spending for Superstorm Sandy found what he believes are questionable transactions and practices, including poor oversight of the use of state credit cards, orders for a fleet of SUVs and the purchase of iPads that did not seem necessary for recovery efforts.

The consultant, who was expelled by the state after issuing a series of recommendations to improve procurement practices, said it appeared from his examination that government officials bought and rented equipment that should have been stockpiled or lined up months or years earlier, and sought to acquire assets that didn't seem necessary for the immediate tasks at hand.

"They're trying to get stuff that would be cool to have, but we don't really need it for this incident — but maybe we can get the feds to pay for it," said Thomas Sadowski, the consultant.

He said many pieces of equipment were nearly impossible to track once put into the field, including millions of dollars in light towers, pumps, generators and provisions. As a result, the state was unsure what it owned, leased or lost during the immediate response to the late October hurricane, Sadowski said.

Sadowski, a 63-year-old licensed certified public accountant since 1983 who retired after 32 years with the federal government, said he was escorted from the New York Office of Emergency Management shortly after he filed a report on Nov. 17 that was critical of some practices.

To be perfectly fair, having been involved in a number of catastrophe responses, the managers are going to be criticized no matter what they do.

If they have tight controls in place, the response, by definition, moves slowly and they’re criticized for that.

If they move quickly, by definition the response is not well controlled and fraud and waste happens. They are they criticized for that.

Goes back to the old saw: You can have fast, cheap or quality. Pick any two.

But you can’t have all three.

Which is not to say that the managers in these cases cannot also be involved in conscious fraud/waste. Only that it’s terribly easy to unfairly criticize even good faith attempts at response.

That’s OK. Congress is sending 50 billion of the taxpayer’s dollars to pay for that and a whole lot more. I now know how CA is going to get out of its financial mess. It will wait for the inevitable earthquake and then request and get a few hundred billion extra from the feds.

You can if you know what you are doing. We do it in the private sector everyday. I’ve been in charge of million dollar projects that, with simple planning, moved quickly, efficiently and cost effectively.

I read a book a long time ago— Taylor Caldwell’s “Captains and the Kings”. It really did outline the money that actually was pulling all strings-—for candidates and politics and assassinations.

What can we do?——educate our own children and your grandchildren—get them off of the toxic culture grid-—and OUT of the “public schools” . Remember—the most brilliant men in US history did NOT go to “group think indoctrination centers”. Those kill creativity, incentive, competitiveness and masculinity. Our geniuses were homeschooled or tutored or were self-taught like Ben Franklin and Lincoln. Like Dennis Prager stated-—minds like Jobs and Gates—didn’t go through the inane universities which destroy character and as Prager stated-—It beats the Common Sense out of you. Makes you dumb.

With the internet and free excellent math programs on the internet...it could really be fun and easy to homeschool now : ) The resources are so superior today because of the internet and all the homeschooling curricula is excellent. I used some of it including their Latin course which was WAY superior than what I had in Catholic High School. They even have the Saxon math books and I think you can get the original McGuffey Readers, which was character-building curricula and the language and vocabulary for fourth grade beats that in graduate schools. I know—I have the McGuffey Readers. (Classics and the Bible).

The only way we will save this Republic is to take our children off of the Leftists’ sewer lines and quit feeding them cash and the minds of our little children. We have to truly EDUCATE our children, teach them morality, along with our grandchildren and extended families.

You can if you know what you are doing. We do it in the private sector everyday. I’ve been in charge of million dollar projects that, with simple planning, moved quickly, efficiently and cost effectively.

1. First, a million dollar project isn't necessarily a big deal. If you are, say, installing a new tape backup system, the tape library (capacity 1,200 tapes and one dozen high speed drives) might be $800,000. Add $50,000 for the humans setting it up, and there are a number of ways the remaining $150,000 could be spent (servers, utility software, etc.) without the project being terribly complex. Very little of the spending is discretionary.

2. You have to include the planning time in the speed of your project. I suspect you got everyone on the same page before you even got to Gate Zero. You had the luxury of setting everything up, and putting it in motion, as a good project manager should. You did NOT whip up execution in 24 hours before expending your first resources.

3. That level of planning cannot be done ahead of time when you don't know what will be damaged/destroyed and who will be displaced.

4. Of course, NY being a government enterprise, there is plenty of room for intrigue and malfeasance. Even if the government subcontracted the whole thing to a Halliburton type operation, the risk of misbehaviour arises from government regulations and also from being an extra step removed from regular market mechanisms (performance being only one criterion among many that determines payment). It would be about as clean and efficient as military procurement.
