The premise of the question is false.

The U.S. Constitution is not in the rights creation business. The Second Amendment isn’t a right, it doesn’t convey any rights, and doesn’t guarantee any rights.

The Second Amendment forbids the limitation of the pre-existing right of all individuals to keep and bear arms.

All human experience occurs at the level of individuals. The concept of “collective” anything is a communist fantasy.

The federal courts have repeatedly interpreted the prohibition on establishment of religion to apply to federal, State, and local governments. Clearly the Second Amendment prohibition on infringement extends to all levels of government, whether or not this has been violated in practice.
