This is a very important and interesting question.
On a personal note: Our rights are inalienable. That means they come, not from government, but from God, and are both natural and inherent. This is the revolutionary idea espoused by our founders.
A quick look at Torah or the Bible shows us that God does not make promises or guarantees to "people." Not even Israel. He makes guarantees, conditional and unconditional, to individuals, namely (originally, for these purposes) Abraham.
All Law comes from God's word.
It is fair therefore to assert that rights are individual rights, and in any case, "collective rights" are generally invoked to trump or trample those of the individual.
