As much as I agree with ya there has to be a proven nexus. Too early yet. Need more data.
Not sure about proving the nexus ... but when the list becomes, say, 20 burglaries, with a few associated homeowner deaths, perhaps it becomes actionable based on actual damages based on pattern.
Or not.
