It's my understanding that since the anthrax scare, letters don't even go directly to the representative offices.

I don't know if emails or letters do any good or not. Telephones are probably better if you can get through and they don't take the phones off the hook.

Letters to the Editor may help.

I agree that it is not clear whether emails or letters help but my point was, of the two, letters are more effective because they indicate that a person sat down and carefully thought out what he was writing whereas emails are often just dashed off.

Telephone calls, if you can get through to the right person in the senator’s or representative’s office who is overlooking the particular issue, are better. That is for sure.
