Then most of them would get legal status and be allowed to stay in this country."

...that deporting millions of people including children... How absurd that that leftist liberal talking point is still being thrown out there on a conservative website as if that is the only alternative to giving illegal alien criminal insurgent colonists citizenship.
The states that have passed laws not allowing non citizens to work, go to school, get welfare, get food stamps have seen an exodus (self deportation) of this criminal element to other states that treat them better than their citizens. And many of them just went back to Mexico.
California passed such a law some years ago, but the politicians let ONE liberal judge override the legal decision made by the voters in that state.
Imagine how much better of an economy Calif would have if California Proposition 187 (also known as the Save Our State (SOS) initiative) would have been implemented?

They'll make exceptions upon exceptions. Just using criminals as an example. They'll find a criminal, plan to deport him and a taxpayer funded attorney will argue against the inhumanity of deporting this poor father who made a mistake......

Rubio is a realist. He realizes that deporting millions of people including children is just not going to happen. If this type of measure had been passed when Bush was president and Republicans still controlled Congress, we would have tied up the Hispanic vote for the foreseeable future, That's not what happened after Reagan granted amnesty.
