FDR used an Executive Order to relocate American citizens of Japanese ancestry in WWII. Supreme Court reviewed it in 1944 and of course the media supported Roosevelt’s actions.
If he has the Supreme Court and Propaganda Ministry in his pocket, it will be “constitutional”.

He has the power to write executive orders for the executive branch - he is their boss. He writes an executive order to Homeland Securitiy and the ATF and the FBI and orders them to outlaw various rifles, handguns, magazines, ammo, do security checks on personal sales of weapons, register all firearms, etc.., to protect the general public.
How much of this he will really do I don’t know, but he will do some of it with an executive order.
It doesn't but, as with criminals and gun control laws, he is already not following the Constitution.
What's one more transgression to him? Less than nothing.
