No..it doesn’t.

I’ve read that unfunded liabilities, Medicare, SS etc. brings the total north of $60 Trillion..

What scares the hell out of me is what the debt will be if interest rates go to 4%.
They can’t stay at 0 forever.

16 - 13 equals 3. Not too much difference if you ignore the trailing zeroes as Congress seems to do. They are not mathematicians.
