They have already announced that the Secret Service personnel are covered under another budget. Presumably all regular government employees on the plane are also paid their normal salaries. Even if there were somehow 600 other people packed into the plane, they would all have to be paid an average of $300 an hour. I'm guessing that Air force One is usually not as full as a normal commercial flight. And there is no way that they have that many independent contractors on each flight.
