Dianne Frankenstein (an appropriate name for her) may be working up an effort to ratify the Geveva Conventions, Protocol II drawn up in 1977 which have never been ratified. Protocol II, by the way, would forbid waterboarding. As it stands now, we are not held to that prohibition, contrary to what most zero-information Americans think.
Once again the White House blames the intelligence community for their shortcomings and security breaches made possible by the President and Vice President themselves.
