You’re incorrectly assuming that the Constitution still applies. It doesn’t. Dear Leader, the media, and the cowardly Republicans in Congress have made it abundantly clear that the Constitution is meaningless now. Obama can do what he wants.

The Congress “passes” legislation, the president signs it.
