The White House has refused repeated attempts by journalists to produce pictures of President Obama and his team in the White House Situation Room during the 9-11 Benghazi terrorist attacks [3:30pm to 11:00pm Eastern Time].
Personally, after researching the offical reports minute by minute, and comparing them to the media released statements, I believe the Situation Room was empty.
Today the White House released this picture taken on 9-11-12. It was included in a White House FLICKR Album “The Year In Pictures“. You Decide:

I don't think it's a "P". Look at the first word on the third line which starts with a P. They don't match. The link with Biden's handwriting shows a P and it also doesn't match with this first letter.
Consider how that first letter was written. First an oval then a vertical line added. He drew a lollipop. This letter could be a "Q" or even an "O". He could have added the tail when he underlined the heading.
The second letter could be an R or a V.
As to the N in DNR, I think it's a V.
My take is that the heading on that paper is abbreviations or initials.
In post #34 one can see clearly the letter O. It starts at the top and finishes at the top with the faint pen tail line ending inside the O.
QNE might be the first set of letters. I googled it and it is an aviation term.
Your points are well taken. I still see that first letter as a P, though. To me it reads:
Prs > BB > D-- (could be DNI - Director National Intelligence?)
I think what looks like the tail of a Q is where Biden first put the pen to draw the underline. He pulled the pen down to the right and then across.
But who knows. It's really almost a guessing game without better imaging software.
Nothing scientific from me...the photo is obviously posed and there are no signs of real concern on anyone’s face.
This has nothing to do with Benghazi.

And everything to do with covering up the inaction on Benghazi.
I know its not genuine because Obama isn't grinning ear-to-ear and munching popcorn.
I'm looking at the pen strokes and location of pressure used to create the letters. Notice the letter P in People and the letter Q in Alq. He uses one stroke to create his Ps and two strokes for the Qs. The leg on the Qs are centered on the O while on the Ps, they are more to the left. Based on this, I think the first letter is a Q in the BB notes because it is written the same way as in Alq.
I can't believe I'm minding Biden's Ps and Qs. LOL

If one is staging a photo, wouldn’t it be easier to just change the time and date settings in the camera then take the photo?
If this particular photo was staged, they should have picked a different day or time.

Honestly, I didn't notice it until you pointed it out. It's much more obvious in this second picture below. That is really strange. False eyelashes/Heavy mascara? Alien Zombie Biker Mama? It's weird.
Dunno. I guessed that she’s wearing black scleral contacts. Either RX for vision correction and glare reduction, or movie prop contacts.
Or she simply could be possessed.
Which would explain why Slow Joe gravitated towards her...
