The proper business answer is to refuse to ship freight there.
Once it becomes uneconomical to ship freight to Californistan, businesses will no longer do business there.
Of course, someone could “suggest” that California “invest” in a bunch of battery powered vehicle that would be tasked with picking up the freight at the border and delivering it.
I’m “sure” this will “work” out well for Caifornistan.
