An important factor in this is that in New York State when you are sentenced to prison you stay there. Very often felons do not get out even one day before their sentence is up. Moreover because of this many of these scumbags stay up state when they do get out. They don’t want any part of the cops in New York City. Of course this means more crime in the small towns up state around the prisons, but that is another problem.
