Probably several factors involved. These are the older students so a higher percentage probably have apartments off campus. CU probably picked the worst dorms and made them the most difficult to get into.

I’m certainly not going to advertise to anyone who may wish to know that I have a CCW, a firearm and where that firearm is.
Seems like an incredibly silly idea, also it makes it seem like the leprocy dorms or something...

That’s exactly what I was thinking. Besides the frat boys, students don’t really like living in the dorms (at least I didn’t) and most move into on-or-off campus apartments in their second year and beyond. Plus, like someone else said, the school probably limited the space to the worst dorm rooms on campus.
